Cannot see 'instructor' if 'instructor-circe' is already installed, etc.

Specific problems with Companion package seem to be resolved now. Major outstanding cause of "package not on server" errors is definitely #2599

There may be lingering issues in the version number comparison algorithm.

Reopened: some backward version masking (server carries newer version than installed package, but client thinks it's older)

Pretty sure this was actually fixed in the public XPS release.
