Chat Filtering (Vox) Gets Caught when _input resets

report	This is an issue I have been having for months but did not have a reliable repro until now. Reproduction steps: 1. @vox output 2. @vox output on 3. @input restart 4. Try talking. Nothing should come out. 5. @vox output off 6. Text should now appear. I already have passive kernel logging here: https://gist.github.com/aogummy/bc43c0a3635a4881c64e8ed0058585d7 My best assumption from reading it is that when io restarts, _input does as well, and does not read vox state to notify the pipes properly that vox is active, however the vox pipe is still being sent the information to send forward.

a month ago ren: Meant to say for step 1 it's activate any filter you want.
