Bizarre though it seems, this is intended behavior. Reach depends on teleport, and teleport depends on motors. Admittedly it's a bit weird though. I'll change the subsystem dependency hierarchy.
Fixed for 0.1.3—locomotion should not have been required, only motors. You can apply the fix yourself with the command:
