Description: Add/set arousal load. Compare with 155 POWER_LOAD.

Parameter format: Message is in format " ", where (string)source is a unique identifier for the message sender to use, (string)surface is the point where contact is occurring, and (float)amount is the intensity of stimulation. If zero, the load is deleted from the list. Intensities should be in the range 0-1. If the surface is unknown or irrelevant, specify "default". See definition of the 'touch' LC message for a list of standard surface names.
