#### Description
Sometimes on teleport, _console-native fails to attach immediately or at all, this has so far had two effects:

1. Most often, the controller sets up a new HUD with every device displayed on it, including devices you don't actually have equipped or own. Then your normal HUD attaches on top of this, so you end up with two HUD's at once.
2. Less often, shortly after teleport, the controller immediately shuts itself off. Turning back on again results in the controller stating you are at 5% battery level, and then immediately shuts itself off again. This issue can be resolved by removing and re-inserting the battery.

I have not been able to determine more exactly the cause of the bug.


#### Difference between expected and actual behavior
* Expected: Teleporting does not cause additional new HUD's to be equipped, nor cause you to shut down
* Actual: Teleporting sometimes causes a new HUD to be equipped, and less often will also shut you down and report low battery (despite full charge)


#### Steps to reproduce
1. Teleport around a lot, probably best between sims, until the HUD fails to attach properly or you randomly shut off
